Piins Contacts API

From their site: Contacts import API. You will still be able to see the imported contacts directly after import from your Outlook CSV file, but not be able to send them messages. With Piins, you will not, ever again, have to remember your bookmarks, call home because you forgot some important URL, or be lost because you left your blackberry or laptop at home, or forgot to synchronise devices! As long as you can access the internet, you'll be just fine!
