SubDB is a free, centralized subtitle database intended for use by opensource and non-commercial software. Users upload subtitles that can be freely download by others. With the SubRank algorithm, the database chooses the best subtitle among all available for a video file making the download process easier. The SubDB API lets users download and upload subtitles from the database. The API uses HTTP calls and responses are formatted as comma separated values.

There are no source code libraries or how-to links for SubDB. If you know one why not add it?
