Plagtracker is a free service for determining whether a given text is original or plagiarized. Users can upload their papers to the site, and Plagtracker will scan them for plagiarism and return a report on its findings. Plagtracker’s API enables webmasters and developers to analyze texts and URLs for originality and to see whether they've been duplicated elsewhere online.

Shame on you Programmable Web - you let in a scam developed by a company who has been selling essays to students who do not want to write them themselves. All they do is just check if their "custom written" papers can pass a professor's review. If their clients fail it's obviously bad for their business so that's the whole reason they had to develop this.
