It provides relative frequency charts as well as the specific contexts in which the word was used. This provides a quick glimpse into what issues Congress is addressing on a daily, weekly, monthly, and yearly basis. The transcripts referenced by Capitol Words come from the website of the Government Printing Office and cover Congressional sessions from 1996 to the present.
