Moocher.io is as a "Lookup-as-a-Service" for developers and companies that identifies if existing or potential users have been classified as 'abusers'. The Moocher.io Reputation API integrates a set of 'abuser' lists from serveral groups and communities that include IP, domains, emails, passwords, and credit card BIN/IIN, so that developers may filter out potential abusers.
